You can transfer to an NT driver licence without passing a theory and practical test if your licence is from:

If your country is listed above, you only need to complete Step 2.
If your country is not listed, you must complete steps 2, 3 and 4.
Applying at an MVR Office
Bring:
Completed L1 application form
Overseas licence (in English or with: international permit / official translation / authority letter + translation)
Proof of identity and residency
You must also:
Pass an eye test
Have your photo taken
Pay the licence fee (if applicable)
Theory Test & Interim Licenceย
If your country is not listed, you must pass the Theory Test at an MVR office
After passing: pay the fee and receive an interim licence (valid 1 year)
Interim Licence Conditions
Drive only with a full NT licence holder in front seat (XH)
Max 80 km/h (XI)
Zero alcohol (XJ)
Practical Test & Provisional Licenceย
If your country is not listed, you must pass a practical test
After Passing:
Submit test results to MVR
Interim licence upgraded to provisional licence
Provisional Period:
Under 25: 2 years
25 or older: 1 year
If Interim Licence Expires:
Must apply for a learner licence
